In 1792,  Robert B. Thomas founded the Farmers Almanac. It contains a large number of astronomical calculations and a farmer's calendar for every month of the year. According to the Farmers Almanac, the best time to plant flowers and vegetables that bear crops above ground is during the light of the Moon; that is, from the day the Moon is new to the day it is full. Flowering bulbs and vegetables that bear crops below the ground should be planted during the dark of the Moon; that is,from the day after it is full to the day before it is new again. If you are planing a garden this spring, look up in the evening, to check the Moon phase before you start to plant your seeds. The information is the same today as it was 218 years ago in the very first Farmers Almanac!
